Herv\u00e9 Morin contredit frontalement son vice-pr\u00e9sident Jean-Baptiste Gastinne qui d\u00e9clarait il y a un an: \u00ab La ligne \u00c9vreux-Louviers n&rsquo;est pas oubli\u00e9e ! \u00bb Il ne peut y avoir meilleure illustration de l&rsquo;absence de s\u00e9rieux de l&rsquo;ex\u00e9cutif r\u00e9gional sur le dossier le plus important de la mandature pour le d\u00e9partement de l&rsquo;Eure.<\/p>\n<p class=\"p1\">L&rsquo;affirmation p\u00e9remptoire d&rsquo;Herv\u00e9 Morin repose en effet sur trois postulats volontairement erron\u00e9s :<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">Tout d&rsquo;abord, en pr\u00e9tendant que l&rsquo;ouverture de cette ligne serait impossible. L&rsquo;\u00e9tude de f\u00e9vrier 2022 r\u00e9alis\u00e9e par SNCF R\u00e9seau \u00e0 la demande de la R\u00e9gion conclut que \u00ab les contraintes r\u00e9pertori\u00e9es ne sont pas r\u00e9dhibitoires \u00e0 ce stade de l&rsquo;\u00e9tude \u00bb. Elles consistent principalement en l&rsquo;am\u00e9nagement de passages \u00e0 niveau pour lesquels des solutions techniques existent.<\/li>\n<li class=\"li1\">Ensuite, en affirmant qu&rsquo;une telle ligne repr\u00e9senterait \u00ab un co\u00fbt faramineux \u00bb. La m\u00eame \u00e9tude chiffre pourtant le sc\u00e9nario Rouen-\u00c9vreux en tram-train (moins cher que le train conventionnel) \u00e0 257 millions d&rsquo;euros en investissement et 13 millions par an en fonctionnement pour la maintenance\/exploitation. Ces investissements sont \u00e0 mettre en face des sommes consenties pour le transport par la R\u00e9gion Normandie dans les autres d\u00e9partements normands.<\/li>\n<\/ul>\n<p class=\"p1\">\u2022 Enfin, en niant le besoin \u00e0 l&rsquo;appui d&rsquo;une \u00e9tude non-communiqu\u00e9e qui serait fond\u00e9e sur les donn\u00e9es GPS des Normands, en r\u00e9fl\u00e9chissant \u00e0 flux constant. \u00ab La forte demande de d\u00e9placements dans le corridor et les temps de parcours ferroviaires attractifs permettent d&rsquo;envisager un potentiel de trafic important. \u00bb conclut portant l&rsquo;\u00e9tude de SNCF R\u00e9seau.<\/p>\n<p class=\"p1\">La solution alternative en car propos\u00e9e par Herv\u00e9 Morin n&rsquo;est aucunement satisfaisante. Le niveau de service n&rsquo;est \u00e9videmment par le m\u00eame et les Eurois ne sauraient \u00eatre consid\u00e9r\u00e9es comme des citoyens de seconde zone par leur pr\u00e9sident de r\u00e9gion est ses vice-pr\u00e9sidents eurois !<\/p>\n<p class=\"p1\">Enfin, les temps de transports et donc leur attractivit\u00e9 sont diff\u00e9rents. La derni\u00e8re \u00e9tude de simulation des temps de parcours sur un axe Rouen\u2013Val-de-Reuil\u2013Louviers\u2013\u00c9vreux \u00e9value le temps en tram-train \u00e0 50 minutes, contre 1h20 \u00e0 1h30 pour le car !<\/p>\n<p class=\"p1\">Les Eurois et les Normands m\u00e9ritent une R\u00e9gion qui investit dans les transports du quotidien. D&rsquo;autres choix sont possibles au service d&rsquo;une politique ambitieuse des mobilit\u00e9s, sans alourdir l&rsquo;endettement de la collectivit\u00e9.<\/p>\n<p class=\"p1\">Au moment o\u00f9 les maires de Verneuil d&rsquo;Avre et d&rsquo;Iton et de Conches ont exprim\u00e9 dans la presse le besoin de leurs administr\u00e9s d&rsquo;\u00eatre reli\u00e9s \u00e0 un axe ferroviaire rattachant \u00c9vreux \u00e0 Rouen, alors qu&rsquo;un nouveau trac\u00e9 est \u00e9voqu\u00e9 par les \u00e9lus de la 2\u00e8me et de la 3\u00e8me circonscription de l&rsquo;Eure, notre groupe, aux c\u00f4t\u00e9s des nombreux \u00e9lus locaux concern\u00e9s et des associations de voyageurs, refuse cet enterrement de premi\u00e8re classe pour un dossier essentiel \u00e0 l&rsquo;attractivit\u00e9 \u00e9conomique, d\u00e9mographique, universitaire, sanitaire d&rsquo;un des cinq d\u00e9partements normand.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La presse nous apprend ce lundi que le pr\u00e9sident de [&hellip;]<\/p>\n","protected":false},"author":3,"featured_media":2487,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[16],"tags":[],"class_list":["post-2513","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-cp"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v20.1 -
